If there are multiple apps trying to download at once, only one can download at a time and the rest say 'Waiting' until it is then their turn. Try this. Double tap the icon of the Waiting app, and it should resume the download.
Don't know since when it is the case, but for me and a fresh mojave installation the checkbox did not appear. I first had to activate developer options under Advanced Show Develop menu in menu bar. May 18, 2012 In order to stop it, go to the 'Purchases' tab in the Mac App Store and click the pause button. This will stop the download. Then, go into Launchpad (F4 on the new MacBook, a four finger pinch on the trackpad, or the Rocket icon in the Dock). In Launchpad, find the icon of the app that is downloading, and click and hold until an x appears in.
This will stop its download. Turn off your WiFi temporarily and Mac App Store will show a message that the download has failed. Then, find the downloaded file in the Applications folder and move it to Trash. Empty the trash and turn your WiFi back on. Go to the Purchases page in Mac App Store, hold down option key and click Cancel.

If that doesn't work:
• Log out of your iTunes store account. Go to Settings > Store > Sign Out Then press the Home button.
• Then press and hold the Home and Sleep buttons simultaneously and don't release them when it brings up the Turn Off screen; keep holding them until the Apple logo appears.
Stop Windows From Downloading Apps
• After restart, the Waiting should be gone.
